Introduction:
I found myself not wanting a lot of Fallout New Vegas's perks so I did some modifications and added some new ones which include:

Bloody Mess: With the Bloody Mess perk, characters and creatures you kill will often explode into a red, gut-ridden, eyeball-strewn paste. Fun! Oh, and you'll do 5% extra damage with all weapons. With rank 2 you will do an extra 5% damage.

Grim Reapers Sprint: If you kill a target in V.A.T.S., all Action Points are restored upon exiting V.A.T.S.

Center of Mass: You don't fool around with fancy trick shots. Straight to the midsection and down they go. In VATS, you do an additional 15% damage with attacks targeting the torso. Rank 2 will provide an additional 5% damage increase.

Gunslinger: While using a pistol (or similar one-handed weapon), your accuracy in V.A.T.S. is significantly increased, with the second rank increasing it further. (50% increase).

Heave Ho: Quite an arm you've got there. All thrown weapons fly farther and faster for you. For those with a huge wanting to throw to the stars, rank 2 doubles your default throwing distance!

Hit the Deck: Your extensive familiarity with Explosives allows you to ignore a portion of their damage. Your Damage Threshold is increased by 25 against any and all Explosives -- even your own. For those with a chronic love for explosions, rank 2 further increases your explosive damage threshold.

Life Giver: With the Life Giver perk, you gain an additional 30 Hit Points for the first rank, 60 with the second and 90 with the third.

Meltdown: Meltdown causes foes killed by your Energy Weapons to give off a corona of harmful energy while increasing Energy Weapon damage by 10%. Note: this can cause a chain reaction.

Plasma Spaz: You're just so excited about plasma that you can't (magnetically) contain yourself! The AP costs for all plasma weapons (including Plasma Grenades) are reduced by 15% with the first rank, 25% with the second rank and 30% with the third rank along with a 5% damage increase for all Energy Weapons.

Psycho (New): You've gone crazy! All Melee and one-handed weapons do 6% more damage and have a higher critical hit chance!

Rapid Reload: Rapid Reload makes all of your weapon reloads 25% faster than normal with the first rank and 50% faster than normal with the second rank.

Shotgun Surgeon: Your precision with a scattergun is something to behold. When using shotguns, regardless of ammunition used, you ignore an additional 10 points of a target's Damage Threshold. With the second rank an additional 5 points of damage is ignored.

Sniper: With the Sniper perk, your chance to hit an opponent's head in V.A.T.S. is significantly increased. The second rank further increases these chances. (50% increase).

Desert Guru (new): You wrote the law of the sands and as a result you are regarded as The Master. The first rank of this perk increases your radiation resistance by 10, the second increases your poison resistance by 5 and allows you to carry 20 more pounds of equipment and the third rank increases your sneak by 10 and your damage resistance by 10.

Commando: While using a rifle (or similar two-handed weapon), your accuracy in V.A.T.S. is significantly increased. Rank 2 further increases this.

Financial Advisor (new): You are California's top advisor for sales and as such your speech is increased by 15 and you get a 30% discount on all Purchases!

Courier of Steel (new): You will deliver anything no matter the cost and your sacrifices and perseverance have been rewarded. You gain 1 point in Endurance, 15 points to fire resistance and 10 points to damage threshold.

Rejected (new): Nobody loves you, as a result your health has increased by 50 and your damage resistance has increased by 5. However, this only applies when your Charisma is 4 or less and your karma is Very Evil.

Brainiac (new): Your brain has drastically increased in size but you don't know why. intelligence is increased by 1 and speech is increased by 10.

Installation:
Put the "textures" folder in your data folder (or wherever your mod folder is) and the same goes for "Revised Perks.esp".

Requirements/Compatibility:
No mods are required but any mod that changes the perks changed in this mod will conflict.

Uninstallation:
Remove "Revised Perks.esp" from "data" and the files included in the texture folder.

Version 2B Fixed updates:
Fixed: Brainiac, Courier of Steel (increases damage threshold by 10 instead of damage resistance by 9), Desert Guru, Rejected, Financial Advisor (now gives +15 speech as opposed to 1 perception). All of these did not work because I did not set them to "ability", oops. All perks should now be fully functional though!

Notes:
I haven't done extensive testing with this mod so if there are any problems let me know and I'll look into fixing them. If you have any perk suggestions let me know and I'll see about including them in this one.
