If you don't think they're working, use the Face Texture!! I spent an hour troubleshooting somebody's game who thought that it wasn't working. Finally, I had them make a save and send it to me, and it Was working, but the face didn't look the same because they were using the vanilla face texture. The texture makes a huge different, if you're trying to get the look in the screenshots.

DESCRIPTION
This is a mod that changes one of the presets for each race to faces custom created by myself. It's a project I've had in mind for quite some time, as I enjoy making good-looking faces quite a lot. I wanted to do one per race to give equal representation. I have not made any for custom races because I don't want the file to be dependent on any other files. I've played through with most of them at least a little bit into the game, and even have sort of a story or biography for each of them. Of course, you as the user are welcome to play them however you want.
In the same token, I've left everything as default rather than using any of the beautification mods so that there won't be compatability issues. It should work with whatever setup you happen to have, and you can change the hair and the eyes as you desire.
I've also included, per request, a file containing saves for each. They are right at the beginning, after selecting the name and face, before approaching the Vigor Tester in Doc Mitchell's house. They are completely mod and DLC independent, the only mod I had activated was my compendium mod, Kristina's Closet, that I've folded this file into.

It should not present any problems with stability if you don't use it. But if you're looking for good-looking clothes to go with your good looking girl, it's a good one. ;)
A NOTE ON CHANGING THE FACES TO SUIT TASTES
You can, of course, change the faces in-game as much as you feel like you want, but I feel the need to give one warning on this, should you choose to do so. In order to make them, I had to do some substantial changes to the GECK. I don't full understand this, but it seems that each race has some setting ranges for some of the facial parameters, like noses or mouths, and I think I've changed them in the GECK past what was originally intended. The problem is that changing them in the race menu sometimes reverts them back to the original settings or range, and screws up the look. The biggest problem I've noticed is with the Asian race. You might have noticed that all of the face presets for the Asian women look like they've been hit about the mouth and the nose with a shovel, and unfortunately changing the mouth will make it appear that way again. You've been warned.
MY CHARACTER BIOS FOR THE CHARACTERS
Cassandra Collins (African-American): Cassandra was born in Shady Sands, her father an NCR soldier, her mother an NCR citizien, but her family moved East to the Mojave when she was a little girl, her father being in the advanced NCR scouts to the Mojave. Her father was killed by Fiends not long after they came, and she was raised by her mother, a very strong woman, who taught her to be both self-reliant, to not take crap from anybody without say-so, but to be kind towards the good people and the needy people. She may come across as brash and thoughtless, but she has a good heart. She has some issues with the NCR leadership, but believes in their principles of democracy and freedom. She became a Courier due to her liking of wandering, and the chance to come and go in the Mojave and the NCR.
Faction: New California Republic

Akiko Takaba (Asian): Akiko is a Mojave native. Her grandparents were Great Khans, but her father and mother abandoned the Khans, due to their ruthless, raider tendencies and the rising drug trade. When Mr. House formed the Families and began to establish New Vegas they gravitated to the City, and took up residence in Westside. Akiko eventually made it into the Strip, and for a time worked with the White Glove society, but her true goal was always to work for Mr. House. A Confucian to the core as taught by her father, she respects the need for a strong, central benefactor, and believes that sometimes you have to create unity through force of strength. She uses her exotic beauty and charisma to get through things, if possible, through diplomacy and persuasion, but when she fights she prefers a sword, as her father trained her in the blade, as he was trained and his ancestors were trained, with an old Chinese sword. Though she likes the Chinese sword, she wants a katana. She became a Courier solely for monetary reasons, to help her parents in their old age and infirmity with an extra source of income.
Faction: Mr. House

Alia St. Clair (Caucasian): Alia is an orphan from age 3. Her parents were Enclave soldiers, and were killed in one of the many engagements between the Enclave and the NCR. She was raised by a hidden Enclave splinter cell, and taught from an early age the skills of infiltration and stealth combat to be an assassin. Although raised in this environment, she suspects that the Enclave perhaps are a failed philosophy of government and control. She was, however, sent to New Vegas on their orders, to see if anything could be salvaged for the Enclave in that place, and to eventually infiltrate Mr. House's organization. She is a risk-taker and a thrill-seeker, and she became a Courier as a cover to accomplish this. Where her loyalties truly lie, however, is something known only to her.
Faction: Unaffiliated

Elise Gannon-Calderon (Hispanic): The Daughter of Kristina Calderon (the Courier), and Arcade Gannon after a single night of lonely passion, she was born 8 months after the Second Battle Of Hoover Dam. Elise was raised in the Big Mountain Research Station. Her future is bright, she is charismatic and persuasive, and given her heritage she is expected to accomplish great things. A mistaken trip involving the X-13 research lab and the Tardis deposited her into the Mojave, in an alternative universe where her mother never existed, and now she herself is trying to replicate what her mother accomplished, and leave a Vegas free for the people of the Mojave.
Faction: Independent

INSTALLATION
Due to how I've packed this mod, I've removed the option to use the Nexus Mod Manager to install this.
To install, download the file, and then extract the files inside. The only thing you actually need is the esp file. Locate your New Vegas Data Folder, and drop the esp into it. By default install the Data folder is located here: c:/program files (x86)/steam/steamapps/common/Fallout New Vegas/Data. Activate the file in your launcher or in FOMM, and you're good to go.
IN-GAME
The faces are set to the first face preset for each individual race. At the start of the game you can simply select them. If you don't want to create a new character, then open the console and enter the command "showracemenu" (no quotation marks). This will bring up the standard character face selection menu. You will need to disable the console then to access the menu and have your face show up.
OPTIONAL TEXTURE FILES INCLUDED
All of my faces were made under my setup, and my face texture is one that I downloaded a really long time ago, from a file called Female Makeup Texture or something like that. I've looked very recently, and I have not been able to find that file again, so I think it's been removed. I do not know who created it, or why its gone. I'd be happy to either give credit or remove if my inclusion here causes problems. Another good alternative face file is the file DK Female Face Texture by Deathknowz.

In order the install the optional texture files, just drop the whole texture file into your Data file and allow it to merge
NOTE: Doing this will overwrite your face textures for ALL females, not just your character. I don't see this as a problem, as it makes everybody look a little better, but I thought I'd warn.
