First of all, it's better to have the mods installed, otherwise it doesn't make sense to use this, right?

Get Project Nevada first here: http://newvegas.nexusmods.com/downloads/file.php?id=40040

Then get NMC's Texture Pack (any will do, pick one that your computer can handle): http://newvegas.nexusmods.com/downloads/file.php?id=43135

You'll also need to know how to install mods BEFORE you install any of them.

ArchiveInvalidation Invalidated is a MUST before installing any mod.

Install

First, make a backup of your main title in case you want to change it back. It's located in textures\interface\main\main_title.dds

Now install my edited version by putting the main_title.dds inside that folder (Data\textures\interface\main).
