Fallout 3 Localizator helps translating Fallout 3 and Fallout: New Vegas plugin files. It works in a simple way: collecting all text pair from the selected source and destination language files and stores in a Base.dict file. You can localize any plugin of source language to destination language automatically. You do not need ESM editor or other tools.
This utility is using .NET Framework 4.0 (http://msdn.microsoft.com/en-us/netframework/aa569263).

Localizator Main window:
----------------------------------
First time you have to select a working directory where the plugins you want to translate are. (Localizator try to set this folder to Fallout 3 or New Vegas data folder on first start, but you can choose other directory.)
If the working folder is present, you have to build a base dictionary file (Base.dict): select two master or plugin files (source and destination), then click on the Build Dictionary button.
For example to localize an UK plugin to Hungarian select UK version Fallout3.esm file in "Source ESP/ESM" dropdown list, Fallout3_HU.esp in "Destination ESM/ESP" dropdown list and choose Central European codepage.
Building base dictionary takes time, so be patient.

Warning!
You must use same codepage to translate texts! You can change it, but to work with a previously built base dictionary with other codepage you need to rebuild that base dictionary, then check and correct the corrupted characters in plugin dictionary (if it exists) because of incompatibility between codepages.
Choose right codepage before start translating and test a localized plugin that contains all special characters of your language! (Localization process uses the codepage which is stored in base dictionary.)

You are ready to work after you build (or downloaded a prebuilt) base dictionary.
In the left plugin list check the plugins which you want to localize, then click on the Localize Plugins button.
The selected plugins will be checked. If the base or plugin dictionary contains any localizable text from the selected plugins, it will be changed to the localized version. Texts which are not found in dictionaries will be added to the plugin dictionary (Plugin.dict). (Base dictionary never changes.)

The plugin dictionary is editable. Click on the Edit Plugin Dictionary button to open the editor where you do the hard work.

ESM Dictionary Editor:

The Plugin List (first pane from left) contains all plugins from plugin dictionary. Records of the selected plugins listed in Record List (second pane). There you see all FormID of localizable records grouped by record type, but filtered by options in the right click menu (Unlocalized, Localized, Skipped etc.).
Besides of these lists there is the Entry List and shows all localizable texts of the selected record. There you can choose an entry for translating and set options.
Entries with Skip will not be localized. Translated term of an entry with ATF (Assigned to FormID) will be used only on records with same FormID. So if you would not like to use the translated form of a term in other records just set ATF.
Rightmost pane is the Assigned Plugin List where you can assing plugins to selected entry (ATP = Assigned to Plugins). These entries will be localized only in the assigned plugins.
Original and translated term of the selected entry are visible in the panes below the Entry List. Upper pane contains the original term while the bottom shows the translated term if available. Add or edit translated term in the bottom pane.
Entries is storing when changed and plugin dictionary is saving after localizing or on exit.
You can search through dictionaries for original term with method of selecting word(s) in the original text box. Right click on the result list to switch between Base and Plugin Dictionary. Double click on an entry to copy its localized text to text editor and close find window.

Localizator asks you saving changed plugins on exit. It makes a backup copy of the originals appending ".original" to its filenames. If this file is present, the localizator uses it for localization. So you do not need to restore the original file if you want to relocalize a plugin for example because you changed some text. Avoid to localize any localized plugin! Always use original plugins as source!

You can use the following keys:
ESC - Retrieve original localized text or close find window
Ctrl + Left/Right - Change selected FormID
Ctrl + Up/Down - Change selected entry
Ctrl + T - Copy original text to text editor
Ctrl + D - Copy localized text from base dictionary by FormID if exists to text editor. Press again to cycle through different texts. Maybe the copied text is not the right translation, because the right text stored with different FormID or something else!
Ctrl + F - Search localized text through plugin dictionary and jump to first occurence
Ctrl + N - Jump to the next occurence of previously searched localized text
Ctrl + S - Save Plugin Dictionary
Ctrl + W - Close current window
Ctrl + Q - Quit

Text color codes in Record List:
Blue - Skipped
Green - Localized
Dark Green - Mixed without unlocalized
Red - Unlocalized
Dark Red - Mixed with unlocalized

Background color codes in Record List:
Gray - Assigned to FormID
Yellow - Assigned to Plugin(s)

- Added assign to plugins function.
- Added context menus (Select all/none, Remove Entry, About etc.).

1.2 - Major bug found
- Wrong entries stored in base dictionary if a record contains more same named subrecords
Therefore some words in translated plugins maybe wrong. This behavior is corrected. You have to rebuild base dictionary and relocalize all plugins which is already localized. Plugin dictionary is not affected, so manually translated texts are ok.
