Updates Chinese Stealth Armor with Operation Anchorage Stealth Field.

Small update to the Chinese Stealth Armor to bring it back up to snuff with its "Fallout 3: Operation Anchorage" counterpart.
-Increases Sneak bonus to +15
-Enables +5 Stealth Field while crouching.
Nothing amazing, just wanted to add the Stealth Field effect back to the item.
Installation:
Just drop it in the Data folder for "Fallout: New Vegas", and enable it from the launcher. Standard location is something like
"C:\Program Files (x86)\Steam\steamapps\common\fallout new vegas\Data"
Uninstallation:
Delete the file from the same folder described above.
